      For me, I'd go for Higurashi no Naku Koro Ni or Another. Both really good series.
      I also really enjoyed Mirai Nikki and Corpse Party. Elfen Lied is worth a look. Shiki was ok, but I thought that there is quite a lot of nothing happening for a large portion of the series. I did watch the series, but I was never really into it.

      For true horror, check out Boku no Pico.

      Shikabane Hime is really good.

      Mnemosyne: Mnemosyne No Musume-tachi has a great story; each episode is like 45 minutes long and if my recollection's correct there are five episodes.

      Of all the anime I've watched I haven't watched much horror for some reason... But the ones I have watched are: Mirai Nikki, Elfen Lied, Tokyo Ghoul and Highschool of the Dead. I haven't watched "Deadman Wonderland" or "Parasyte" but they're apparently horrors as well
